Amends the Governmental Immunity Act of Utah to explicitly waive government immunity for claims brought under the Utah Religious Freedom Restoration Act (Title 63G, Chapter 33)

Clarifies that persons whose free exercise of religion is substantially burdened by government action may seek multiple forms of relief including damages, declaratory relief, injunctive relief, and all other types of legal relief

Government entities may only substantially burden a person's free exercise of religion if the burden is essential to furthering a compelling governmental interest and uses the least restrictive means available

Prevailing plaintiffs in religious freedom actions against government entities are entitled to recover reasonable attorney fees and costs
