Removes the requirement that Purple Heart recipients must apply for a graduate program within 10 years of completing their undergraduate degree to qualify for a graduate tuition waiver.

Increases the maximum graduate tuition waiver amount for Purple Heart recipients from $10,000 to $15,000.

Maintains existing provisions requiring Utah residency and verification through the Department of Veterans and Military Affairs for both undergraduate and graduate tuition waivers.

Graduate tuition waivers remain limited to five years after acceptance to a graduate program or until degree completion, whichever is shorter.

Effective date: May 6, 2026.
