Prohibits state agencies from adopting environmental health and waste management rules with numeric criteria more stringent than federal standards on the same topic

Requires agencies to base new environmental rules on "best available science" and "weight of scientific evidence" when no federal standard exists, including establishing a direct causal link to "manifest bodily harm" in humans

Defines "manifest bodily harm" as a presently existing, diagnosable physical disease or injury—not based solely on substance detection in the body or increased disease risk

Exempts rules required for federal primacy/authorization, site-specific state rules, rules less stringent than federal standards, rules reducing existing requirements, and emergency rules

Takes effect May 6, 2026
