Requires the Office of Homeless Services coordinator to develop a comprehensive plan within 30 days of announcing a homeless services campus location, addressing safety, transportation, emergency shelter use, treatment services, and staffing requirements

Mandates 24/7 physical security at homeless services campuses and sets service provider-to-patient ratios at no more than 3:1 for behavioral and mental health services

Establishes ombudsman oversight with mandatory investigations every six months and within 10 days of receiving complaints or incident reports, with authority to recommend campus closure for repeated violations

Requires campuses to cure violations within 30 days of a remediation plan or face potential cessation of operations (except emergency shelter services) and withholding of state appropriations

Takes effect May 6, 2026, with locations announced on or before that date required to have comprehensive plans completed by June 5, 2026
