Mandates individualized reading plans for K-3 students scoring below benchmark, with literacy teams including parents, teachers, and LEA representatives meeting within 45 days of notification to establish interventions

Allocates at least $75,000 base funding per regional education service agency plus at least $15,000,000 statewide for literacy paraprofessionals, and $1,000,000 for charter school literacy support

Prohibits "three-cueing" reading instruction methods in curriculum and requires all LEAs to adopt science of reading-aligned curriculum, with science of reading competency added as a component of elementary educator evaluations
