Removes the requirement for the Department of Environmental Quality to report annually to the Rules Review and General Oversight Committee regarding evaluations of policies or rules affecting local health departments

Establishes a new reimbursement process allowing local governments and local health departments to request reimbursement from the department for qualifying extraordinary expenses incurred during qualifying environmental enforcement activities

Requires reimbursement requests to include documentation supporting the claim, proof of a department request for assistance, and timely written notice of the expected extraordinary expense

Directs the Department of Environmental Quality to make rules defining qualifying environmental enforcement activities, qualifying extraordinary expenses, timely written notice requirements, and necessary documentation
