State agencies must select low-water turf grass when replacing or installing lawn or turf, with exemptions available from the Division of Water Resources for impractical landscapes due to slope, erosion, or stoniness

Landscape irrigation systems installed on or after May 6, 2026 must achieve a minimum distribution uniformity of 75%

The Division of Facilities Construction and Management must routinely audit state government facilities to document irrigation system distribution uniformity and identify action items for systems below 75% uniformity

State agencies must work cooperatively with state institutions of higher education to implement best practices and newest technologies in landscape irrigation systems
