Requires local education agencies (LEAs) to adopt collection development policies for school libraries, created under the direction of a teacher librarian or certified language arts teacher, with policies reviewed at least every five years

Establishes a formal reconsideration process allowing parents, teacher librarians, or teachers to challenge library materials by signing a form affirming they reviewed the entire material; the same material cannot be reconsidered more than once every four years

Limits individuals who make three unsuccessful reconsideration requests in a single academic year from initiating further requests for the remainder of that year

Prohibits LEAs from retaliating against employees who refuse to remove library materials before the formal reconsideration review process is completed, and bars tracking individual student usage of digital library resources

Requires digital resource providers to offer mechanisms for removing access to specific titles, issues, or articles without disrupting access to other library materials; effective July 1, 2026
