Creates a 17-member Homelessness in Vulnerable Populations Task Force within the Division of Housing and Community Development to assess housing needs ahead of the 2034 Olympic and Paralympic Winter Games

Focuses on vulnerable populations in Davis, Salt Lake, Summit, Utah, and Weber counties who face housing barriers due to developmental disability, domestic violence, severe mental illness, substance abuse, age limitations, pregnancy/medical hardship, or aging out of foster care

Task force must assess housing needs, identify gaps in shelters and affordable housing, analyze displacement risks from Olympics-related housing demand, and identify potential funding sources including legislative appropriations, private donations, and public-private partnerships

Requires a report with findings and legislative recommendations to be submitted to the Economic Development and Workforce Services Interim Committee by November 2026

Takes effect May 6, 2026 and sunsets December 31, 2026
