Authorizes Utah institutions of higher education to establish rules and regulations regarding firearm carrying and possession on campus, including the ability to prohibit firearms entirely for most individuals

Expands the criminal offense of carrying a dangerous weapon at a higher education institution to include carrying, possessing, or storing dangerous weapons in dormitories located on campus grounds

Classifies violations as a class B misdemeanor for non-firearm dangerous weapons and a class A misdemeanor for firearms

Exempts law enforcement and certain other individuals listed in Section 53-5a-108 from campus firearm prohibitions, and allows concealed carry permit holders to carry if the institution has not enacted a regulation prohibiting it

Takes effect on May 6, 2026
