Judicial Council may establish divisions within district court for efficient case management, including a specialized division for debt collection and housing actions (forcible entry/detainer cases and debt collection cases filed on or after January 1, 2027)

Debt collection and housing actions must be transferred to the centralized division for pretrial and post-judgment processing, regardless of normal venue requirements, with transfer back to proper venue only when set for trial or requiring non-evidentiary hearings

Judicial Council must allocate sufficient legislative appropriations to staff any new division, including commissioners or judicial assistants

Appellate Court Nominating Commission must add five additional applicants to the certified list for each additional simultaneous vacancy on the same appellate court (rather than just one additional applicant as required for other courts)

District court provisions take effect January 1, 2027; appellate commission changes take effect upon governor's approval or May 6, 2026
