Changes special group license plate requirements: reduces minimum subscribers from 500 preorders to 250 expressions of interest, lowers discontinuation threshold from 500 to 50 registered vehicles over two consecutive years, and establishes $20,000 total fee structure ($10,000 initiation, $5,000 implementation, $5,000 design)

Caps annual revenue distributions to sponsoring organizations for state agency support special group license plates at $500,000, with excess funds deposited into the Transportation Investment Fund of 2005

Requires the State Tax Commission to contract with a professional license plate designer and mandates replacement of faded/peeled license plates (with fee waiver if defect is manufacturing-related for plates under 5 years old)
