S.B. 275 - State-Endorsed Digital Identity Program Amendments

• Creates a voluntary State-Endorsed Digital Identity Program within the Department of Government Operations, establishing a "digital identity bill of rights" that guarantees individuals cannot be compelled to use digital identity over physical ID and protects against state surveillance of identity presentations

• Requires state-endorsed digital identities to use open technological standards, support selective disclosure of identity attributes (such as proving minimum age without revealing birthdate), and maintain all technical infrastructure within state-controlled data centers located in Utah

• Establishes privacy requirements for digital wallet providers, verifiers, and relying parties, including data minimization, notice and consent obligations, and a "duty of loyalty" prohibiting practices that exploit or harm individuals

• Adds state-endorsed digital identity as acceptable proof of age for tobacco and alcohol purchases under existing Utah Code

• Mandates a Legislative Auditor General audit beginning January 1, 2028, annual reporting to the Legislature starting 2027, and repeals the existing electronic license certificate provisions (Section 53-3-235) on January 1, 2027; effective date May 6, 2026
