Creates the Uninsured Children Dental Care Restricted Account within the General Fund to provide dental care for uninsured children in Utah

Requires the Division of Finance to annually transfer $5,000,000 from the General Fund to the new restricted account

Designates the University of Utah School of Dentistry's Oral Health Assistance Program to administer the funds and provide dental care for uninsured children in each county

Funds appropriated in fiscal year 2027-28 are nonlapsing; beginning in fiscal year 2028-29, funds exceeding $200,000 will lapse back to the General Fund

Effective date is July 1, 2026
