Redefines the Student Achievement Backpack as a state-provided visualization layer that displays student information from existing LEA and state systems without transferring or storing data, rather than a centralized data collection system

Requires the system to be vendor-agnostic and interoperable with any education data platform, providing no preference or technical advantage to any particular vendor

Expands required data contents to include five organized sections: enrollment information, attendance tracking with alert indicators, academics (grades, assessments, reading levels), student support services (IEP/504 status), and transcript data showing progress toward graduation and postsecondary credentials

Authorizes access for students, parents, LEA administrators and teachers, and state-authorized policymakers, with all access subject to FERPA, COPPA, and state privacy laws

Requires the State Board of Education to procure a compliant educational student achievement record system and make the Backpack available statewide by July 1, 2027
