Expands the definition of "qualifying personnel" for school-based mental health support to include social service workers, certified social workers, licensed clinical social workers, clinical mental health counselors, marriage and family therapists, and licensed psychologists, in addition to school counselors, school psychologists, school social workers, and registered nurses

Allows individuals working as interns under qualified personnel to count as qualifying personnel for funding purposes

Requires the State Board of Education to provide guidance for school mental health services that aligns with scope of practice, supervision, and clinical oversight requirements established by the Division of Professional Licensing

Mandates that guidance must comply with the legal definition of mental health therapy practice and incorporate parent consent and partnership as key components
