Consolidates Utah's eight judicial districts into four districts (Northern, Western, Southern, and Eastern) effective July 1, 2026, affecting both district and juvenile courts

Northern Judicial District combines the former First, Second, and Third Districts, covering nine counties including Salt Lake, Weber, Davis, and Cache counties with 51 district court judges and 17 juvenile court judges

Preserves the original eight district boundaries as administrative subdistricts within the new four-district structure

Protects sitting judges from removal due to the reorganization, allowing them to continue serving after the transition

Takes effect May 6, 2026, with the new district structure becoming operational July 1, 2026
