Authorizes the governor to enter agreements with federally recognized Indian tribes to operate cannabis production establishments or medical cannabis pharmacies on tribal land within Utah

Tribal cannabis production establishments are exempt from the state's cap on cannabis production establishment licenses

Tribal facilities may transport cannabis to other licensed production establishments or medical cannabis pharmacies in the state

Requires the governor to provide a copy of any tribal agreement to the Native American Legislative Liaison Committee and Office of Legislative Research and General Counsel at least 30 days before execution
