Municipalities are prohibited from limiting or impairing property rights under development agreements that a county approved before the municipality incorporated or annexed the property

Municipalities must provide municipal services to properties covered by county-approved development agreements on the same terms as other properties within municipal boundaries

When a development agreement conflicts with a land use regulation, the development agreement's provisions govern the development and use of the subject property

Temporary land use regulations adopted by municipalities cannot limit rights of property owners under recorded county-approved development agreements that predate incorporation or annexation
