Adds a definition of "district court panel" as a panel of three district court judges convened to hear and decide an action under Utah Code section 78A-5-102.7

Allows the Attorney General, Governor, or Legislature to file a notice within 45 days to convene a three-judge district court panel for certain actions, including cases pending as of February 13, 2026

Creates procedures for transferring cases from district court to the Business and Chancery Court, with mandatory transfer if requested within 21 days of a party's appearance (unless prejudicial to justice)

Establishes rules for disqualifying or changing individual judges on a three-judge panel, with the Judicial Council's presiding officer serving as the reviewing judge and replacement judges assigned through random selection

Includes a coordination clause to merge Rule 42 changes with S.J.R. 6 (medical malpractice court rules) if both resolutions pass
