Amends Utah Rules of Civil Procedure Rule 42 to require separate trials in medical malpractice cases, prohibiting the factfinder from considering evidence of past medical expenses until liability is established and noneconomic damages are fully adjudicated.

Expands who may file a notice to convene a district court panel from only "the Attorney General, the Governor, or the Legislature" to any party in a district court action.

Requires the notice to convene a district court panel be filed within 45 days of the action commencing, an amended complaint being filed, or February 13, 2026 for pending cases.

Allows a district court panel to transfer an action back to the originally assigned judge if the filing party fails to pay required fees or the notice fails to comply with procedural requirements.

Takes effect upon a two-thirds vote of all members elected to each house of the Legislature, as required by the Utah Constitution for amending court rules.
