Modifies consent calendar procedures to require legislation remain on the consent calendar for two legislative days, with three or more senators able to move legislation to the second reading calendar by objection

Updates Senate executive office confirmation committee procedures to clarify that committees meet before extraordinary sessions (rather than "confirmation sessions") when gubernatorial nominees are considered, and establishes that a majority of committee members constitutes a quorum

Removes the restriction preventing senators from speaking more than twice on the same subject during a committee of the whole
