Defines "Office" as the Office of Professional Licensure Review and "regulated occupation" by reference to Utah Code Section 13-1b-101

Changes terminology from "review" to "consider" for standing committee actions on legislation held in the opposite chamber due to fiscal impact

Amends Senate Rule SR3-2-402 governing standing committee consideration of legislation

Takes effect upon successful vote for final passage; appropriates no money
