Authorizes the Executive Secretary of the Supreme Court to enter into an agreement with the Commissioner of the Department of Motor Vehicles (DMV) allowing DMV to receive payment of delinquent fines, costs, forfeitures, penalties, and court-ordered restitution on behalf of district or circuit courts

DMV is prohibited from establishing installment plans or accepting partial payments; only full payment of the amount imposed by the court may be received

DMV may impose a $2 processing fee per transaction, or up to 4% of the payment amount when credit or debit card merchant fees are charged to the Department, whichever is greater

Processing fees collected by DMV are paid into the state treasury and used to cover DMV expenses; existing fees payable under collections contracts with attorneys for the Commonwealth are not diminished or offset by DMV-received payments

The Commissioner of DMV and the Executive Secretary of the Supreme Court must submit an annual progress report by December 1 to the House and Senate Committees for Courts of Justice and the House and Senate Committees on Transportation
