Amends Virginia's Birth-Related Neurological Injury Compensation Program to expand covered benefits including housing assistance, disability-equipped vehicles, up to $10,000 annually for family psychotherapy, education advocate services, and up to $10,000 for funeral expenses.

Increases the maximum award for families of infants who die within 180 days of birth from $100,000 to $500,000.

Requires electronic filing of claims with the Workers' Compensation Commission and mandates the Program reimburse the Commission for costs of developing and maintaining the electronic filing system.

Prohibits the board of directors from implementing policies that extinguish, limit, cap, or unreasonably delay payment of benefits to admitted claimants, and authorizes penalties of up to three times the covered benefit plus interest for unreasonable payment delays.

Reconstitutes the nine-member board of directors to include a relative of a current or former Program beneficiary, requires monthly public meetings with electronic access, and mandates surety bonding for all officers and employees handling Fund moneys.
