Requires the Secretary of Administration to establish a statewide language access policy, including criteria for procuring interpretation/translation services and compensation policies for multilingual state employees who provide language services at least once monthly.

Mandates creation of a glossary of common government terms translated into at least 10 of the most frequently spoken non-English languages in Virginia.

Designates 19 public-facing state agencies—including DMV, Health, Education, Social Services, and Elections—that must adopt language access policies ensuring programs are meaningfully accessible to non-English speakers and persons with disabilities at no cost.

Requires each designated agency to appoint a language access coordinator responsible for developing the agency's policy and preparing annual reports covering language needs data, compliance efforts, staff training, and complaint resolution.

Sets a November 1, 2026 deadline for agencies to adopt their language access policies, with annual reports due by November 1 each year thereafter.
