Requires the child day center or sports complex to agree to pay for all signage costs, including zone warning signs within 500 feet of the designated area

Defines "large children's sports complex" as facilities primarily designed for amateur and youth sports with enrolled programs exceeding 150 children

Grants localities authority to restore previously reduced speed limits and establishes that this section takes precedence over conflicting provisions in existing state highway and speed limit statutes
