Directs the Marine Resources Commission, in collaboration with the Virginia Institute of Marine Science, to establish diamondback terrapin protection areas in portions of the Chesapeake Bay and its tributaries where terrapins may interact with fishing gear

Protection areas must include tidal bodies less than 150 feet wide and nesting areas identified by VIMS

Requires bycatch reduction devices on all crab pots placed within designated protection areas, including recreational pots exempt from licensing requirements

Bycatch reduction devices are defined as rigid rectangular devices fitted to crab pot entrance funnels that allow crabs to enter but exclude most terrapins

Violations of regulations under this section constitute a Class 3 misdemeanor, with protection areas to be established no later than December 1, 2027
