Directs the Secretary of Veterans and Defense Affairs to convene a work group every four years to develop a statewide strategic plan guiding legislation and budget decisions for veterans

Work group must include at least nine members: the Secretary or designee, Commissioner of Veterans Services or designee, one Board of Veterans Services member, one Joint Leadership Council member, four General Assembly members (two appointed by House Speaker, two by Senate Rules Committee), and one representative from a women veterans organization

Requires the work group to develop quantifiable key performance indicators that can be compared with other states to assess veteran quality of life in Virginia

Mandates creation of a scorecard of Virginia's key performance indicators to be presented to the General Assembly Military and Veterans Caucus at the first meeting of each regular session after the work group convenes

First meeting must occur by August 1, 2026, with a report due to the Governor and General Assembly by November 1, 2026, and every four years thereafter
