Allows the Commonwealth's Attorney to temporarily seal criminal complaints accompanying warrants, summonses, or capiases for a specific time period upon filing in court and demonstrating good cause in an ex parte hearing

Grants any individual arrested or served with a sealed warrant, summons, or capias the right to petition the court to unseal the accompanying complaint

Places the burden of proof for continued sealing on the Commonwealth when a defendant challenges the seal

Amends four sections of the Virginia Code (§§ 19.2-72, 19.2-74, 19.2-76, and 19.2-76.2) to apply the sealing provisions consistently across different types of criminal process documents

Maintains existing requirements for written complaints in felony cases and non-law-enforcement complainants while adding the new sealing mechanism
