Establishes the Virginia Student Environmental Literacy Plan Grant Fund as a special nonreverting fund in the state treasury to provide competitive grants to school divisions

Creates the Virginia Student Environmental Literacy Plan Grant Program to help school divisions develop local environmental literacy plans aligned with Standards of Learning

Designates the Office of Environmental Education to administer the fund and program in consultation with the Department of Education and other stakeholders

Requires local environmental literacy plans to emphasize environmental literacy as an essential citizenship skill necessary for responsible participation in American society and the international community

Allows local plans to prepare students to understand, analyze, and address major environmental challenges facing Virginia and the United States
