Authorizes the Virginia Alcoholic Beverage Control Authority Board to issue annual mixed beverage performing arts facility licenses to food concession operators at performing arts venues in Richmond

Eligible facilities must operate under a long-term lease exceeding five years and have capacity for more than 400 patrons

Venues must either meet historic preservation rehabilitation standards or have operated continuously for at least 10 years in the TOD-1 transit-oriented nodal district

Food concession operators must meet minimum monthly gross receipts requirements established by Board regulations for mixed beverage restaurants

The licensing authorization expires on January 1, 2027
