Establishes the Virginia Fire Personnel and Equipment Grant Program, administered by the Department of Fire Programs, to award competitive grants to localities for firefighting and emergency medical services

Personnel grants cover up to 75% of firefighter hiring costs (salary and benefits) in years one and two, decreasing to 35% in year three, for hiring new firefighters, converting part-time/volunteer positions to full-time, and recruiting/retaining volunteers

At least 50% of personnel grant funds must go to departments with majority volunteer or all-volunteer personnel each year

Equipment grants require a 15% local match and can fund vehicles (fire trucks, ambulances), equipment (protective gear, communications, medical equipment), and facility modifications for health and safety

Annual reporting to the Governor and General Assembly begins November 1, 2027, including grant amounts, performance assessments, and program effectiveness evaluations
