Lowers the total maximum fee for processing a concealed handgun permit application from $50 to $25

Maintains the existing $10 clerk processing fee and the $5 State Police processing fee unchanged

Preserves fee exemptions for retired law-enforcement officers, magistrates, correctional officers, and probation/parole officers who meet specified service requirements (typically 15 years of service or reaching age 55)
