Requires the Virginia Department of Health to maintain a list of all agencies and organizations that request and receive opioid antagonists through its distribution program

Mandates quarterly reports to legislative committees and the Virginia Opioid Abatement Authority detailing each recipient organization's name, service area, quantities requested and received, specific formulations and dosages, and request/fulfillment dates

Directs the Department to develop a methodology for estimating annual program costs, considering factors such as saturation goals, community needs, local resources, and product costs

Requires an annual report by December 1 estimating opioid antagonist distribution program costs for the following fiscal year, submitted to the Joint Commission on Health Care and appropriations committee chairs
