Requires Phase I and Phase II electric utilities to assess available interconnection capacity at existing and planned solar generation facilities in Virginia, with reports due to the State Corporation Commission by January 1, 2027

Phase I Utilities must identify at least two points of interconnection and Phase II Utilities must identify at least five points where surplus interconnection service may be feasible

Establishes pilot programs for energy storage and solar facilities utilizing surplus interconnection service, with Phase I Utilities required to develop 100 megawatts and Phase II Utilities required to develop 500 megawatts of capacity

Requires the Commission to approve an independent auditor by March 1, 2027, to participate in developing requests for proposals for surplus interconnection service projects

Utilities may exceed the pilot program capacity limits (100 MW or 500 MW) with Commission approval under existing statutory authority
