Requires boards of visitors at Virginia's baccalaureate public institutions, Richard Bland College, and local community college boards to appoint one voting faculty representative and one voting staff representative to their boards.

Faculty representatives must be elected by the majority of the institution's faculty or faculty senate, while staff representatives must be elected by the majority of the institution's staff.

Changes faculty representation from optional nonvoting advisory positions to mandatory voting positions, giving faculty and staff direct decision-making authority on governing boards.

Representatives must serve at least one 12-month term coterminous with the institution's fiscal year, or for terms mutually agreed upon by the board and faculty/staff.

Applies to 16 institutions including University of Virginia, Virginia Tech, George Mason University, Virginia Commonwealth University, James Madison University, Old Dominion University, Virginia Military Institute, and others listed in the amended Code sections.
