Directs the State Corporation Commission to establish regulations for advanced leak detection technologies at intrastate natural gas distribution facilities operated by covered utilities serving 25,000 or more customers in Virginia

Requires performance-based standards informed by the federal Pipeline and Hazardous Materials Safety Administration's (PHMSA) "Pipeline Safety: Gas Pipeline Leak Detection and Repair" rulemaking

Exempts small master meter operators and liquefied petroleum gas systems (including propane) from the regulations

Commission must initiate rulemaking within 12 months of the act's effective date and may establish alternative compliance pathways for systems where regulations would be impracticable or not cost-effective

Provisions and any adopted regulations automatically expire when equivalent federal PHMSA rules take effect
