Adds a new duty to the Office of Working Lands Preservation to serve as trustee administering in-lieu fees collected from small renewable energy projects under § 10.1-1197.6

Requires in-lieu fees held in trust to be used specifically for acquiring conservation easements and covering expenses associated with those acquisitions

Amends § 10.1-1119.3 of the Code of Virginia by adding this sixth duty to the Office's existing five powers and duties

Existing Office duties include developing purchase of development rights programs, public education on farmland/forestland preservation, and administering the Virginia Farm Link Program
