Authorizes the Virginia Criminal Sentencing Commission to contribute statewide and locality-level criminal justice data to the Virginia Longitudinal Data System for research purposes

Allows personal and case identifying information to be shared with the Longitudinal Data System solely for linking datasets to create de-identified research datasets

Prohibits the release of any personal or case identifying information and exempts such data from the Virginia Freedom of Information Act

Applies to data collected on adults charged with criminal offenses punishable by jail confinement or imprisonment, including demographic information, bail and detention status, case dispositions, and criminal history
