Expands the New Economy Workforce Credential Grant Program to include private technical schools as eligible institutions, provided they offer industry-recognized noncredit workforce credentials in high-demand fields in partnership with a comprehensive community college

Currently eligible institutions include comprehensive community colleges, the Institute for Advanced Learning and Research, New College Institute, Richard Bland College, and several higher education centers

The grant program provides funding for Virginia students pursuing competency-based, industry-recognized, portable, and third-party-validated certifications or occupational licenses in high-demand fields

Amends § 23.1-627.1 of the Code of Virginia to add the new category of eligible private technical schools to the program's definitions
