Mandates employers provide water, shade or climate-controlled environments, rest periods, heat acclimatization, and training on heat illness prevention

Defines heat illness to include heat cramps, heat rash, heat exhaustion, heat syncope, rhabdomyolysis, and heat stroke

Exempts emergency services (law enforcement, firefighting, EMS, rescue operations, emergency utility restoration) and heat exposure lasting 15 minutes or less

Requires an advisory panel with at least half employee advocates, plus representatives from agriculture, business, and public higher education to help develop the regulations
