Establishes a Substantial Risk Order Reporting System within the Virginia Department of State Police to track and report "red flag" orders (substantial risk orders) issued under §§ 19.2-152.13 and 19.2-152.14 by locality

Requires the Department of State Police to publish monthly reports on substantial risk orders broken down by locality and make them available to the public online

Mandates removal of names and other personal identifying information from data before reports are published to protect privacy

Maintains the existing Substantial Risk Order Registry that provides order information to criminal justice agencies and research institutions through the Virginia Criminal Information Network
