Requires the State Council of Higher Education for Virginia (SCHEV) to establish a work group to study uniform acceptance of college credit earned through volunteer or public service organizations like AmeriCorps

Work group membership must include representatives from each baccalaureate public institution in Virginia plus other stakeholders deemed appropriate

Study must examine barriers to implementation, strategies for ensuring rigor and quality of service-learning opportunities, and innovative approaches from other states

California College Corps and similar state-sanctioned programs creating campus-community partnerships for service-learning will be considered as potential models

Findings must be submitted to the Chairmen of the House Committee on Education and the Senate Committee on Education and Health by November 1, 2026
