Prohibits knowingly leaving a handgun in an unattended vehicle unless the firearm is placed out of plain view in a locked hard-sided container, locked glove compartment, or locked center console

Violations constitute a Class 4 misdemeanor (civil penalty)

Applies to vehicles left unattended on public highways, public property, or commercial/retail parking areas when the owner or passengers cannot observe the vehicle

Exempts law enforcement officers, antique firearms, vehicles parked in the Capitol west parking structure reserved for General Assembly members, and persons who report firearm theft or loss

Creates an exception allowing General Assembly members to leave handguns in vehicles parked in their designated parking structures near Capitol Square
