Amends Virginia's renewable energy portfolio standard (RPS) program to include geothermal heating and cooling systems as eligible renewable energy sources for utility compliance

Modifies the definition of "geothermal heating and cooling system" to clarify that it replaces or displaces less efficient space cooling systems regardless of Energy Star certification status, removing the previous requirement that displaced systems must not meet Energy Star standards

Adds clarification that geothermal systems must not feed electricity back to the grid "as defined at the level of the geothermal heat pump," specifying where the no-grid-feedback requirement applies

Requires geothermal systems to meet or exceed current federal Energy Star product specification standards, use closed-loop or open-loop extraction facilities, and replace less efficient heating systems to qualify as renewable energy under the RPS program
