Restricts general registrars from canceling voter registrations based on data from sources other than the Department of Elections or state agencies approved by the State Board of Elections

Establishes two exceptions allowing cancellation from any source: a written request from the voter or a certified/authenticated death certificate from a governmental official or agency

Protects active duty military members, their spouses and dependents, and persons temporarily residing outside the United States from having registrations canceled under the Driver License Compact provisions

Requires reinstatement of registration for qualified military members and overseas voters who apply to vote within four years of cancellation

Amends § 24.2-427 of the Code of Virginia governing voter registration cancellation procedures
