Directs the Department of Small Business and Supplier Diversity to convene a work group to modernize Virginia's existing one-stop small business permitting program

Work group membership includes representatives from eight state agencies: Virginia Employment Commission, Department of Taxation, Department of Labor and Industry, Workers' Compensation Commission, State Corporation Commission, Department of Professional and Occupational Regulation, Department of Health Professions, and Virginia Information Technologies Agency

Small business community representation required from the Virginia Chamber of Commerce and Virginia Chapter of the National Federation of Independent Businesses

Work group must evaluate one-stop programs from other states and consider streamlining the existing website into a fully integrated single-portal system consolidating all state business registration, tax, and licensing requirements

Findings must be reported to the Governor and chairs of the House Committee on General Laws and Senate Committee on General Laws and Technology by November 1, 2026
