Requires lease revenues from ground leases to be directed to the county or school division for capital maintenance, educational enhancements, or workforce housing stipends

Permits counties to partner with housing authorities, nonprofit organizations, or private developers while retaining public ownership of the property, with affordability requirements lasting the duration of the lease

Limits minimum lot sizes to 5,000 square feet maximum where public water and sewer are available for workforce housing developed under this program

Requires counties to permit manufactured homes on permanent foundations with development standards equivalent to site-built single-family dwellings for workforce housing projects
