Establishes the Potomac River Ferry Restoration of Service Working Group, chaired by the Commissioner of Highways, to resume ferry service that ceased operations on or after December 1, 2020, between Point of Rocks and the American Legion Bridge

Membership includes representatives from the Office of the Attorney General, VDOT, Maryland Department of Transportation, U.S. Coast Guard, affected Virginia counties, landowners, ferry owners/operators, and legal/land use experts

Working Group must identify options for reestablishing ferry access points, including fair compensation for landing rights and granting of easements

Office of the Attorney General, Secretary of Transportation, and Commissioner of Highways may enter agreements proposed by the Working Group, provided they impose no additional financial burden on the Commonwealth

Final report with findings and recommendations must be submitted to the Governor and General Assembly by December 1, 2026
